This position leads Statewide Payroll Services teams by being the functional expert for the state’s HR/Payroll system (SEMA4), which is an Oracle/PeopleSoft application. The job duties include being the subject matter expert for payroll specific processes, leading the payroll team with system updates or enhancements, including the implementation of tax updates and calendar year end processing, developing new or re-designing existing business processes, development of queries to research and analyze complex processes, and provide on call payroll functional support for the payroll batch processes.

Minimum Qualifications

Three (3) year s’ experience with a large enterprise resource planning (ERP) system, such as Oracle/PeopleSoft, Workday, UPK, or SAP

Three (3) years professional experience in the operation of a payroll, accounting, or tax function

Experience analyzing and defining requirements for complex business processes

Experience testing system changes

Proven analytical, problem-solving and research skills

Excellent written and verbal communication skills

Experience with programming concepts in PC, mainframe, or server environments

Advanced experience in ad hoc reporting using at least three of the following applications:

  • PeopleSoft Query

  • BI Publisher

  • SAS

  • Access

  • Excel

  • XML

  • SQL

  • Other Reporting Tools

Preferred Qualifications

BA or Advanced degree in Accounting, Business Administration, Management Information Systems, or related fields

Experience leading efforts of a team of professional-level staff

Certification as a Certified Public Accountant (CPA), Certified Payroll Professional (CPP), or Fundamental Payroll Certification (FPC)

Experience/understanding of the state’s HR/payroll system (SEMA4)

Experience/understanding of the state’s Oracle/PeopleSoft accounting and procurement (SWIFT) system

Extensive knowledge of Oracle/PeopleSoft software and table structure
